Duties and Responsibilities:


  • Work closely with business partners in analyzing business processes and technology options to develop "Current" and "Target" application reference architectures.
  • Perform gap analysis and deliver a multi year blueprints that clearly defines system architecture transition and migration that aligns with strategic business objectives and capabilities.
  • Develop recommendations and the associated cost/benefit analysis for appropriate third party technology components and necessary custom solutions to support the execution of the architecture transition roadmap.
  • Perform all activities in maintaining and fine-tuning all application architecture blueprints and all relevant information to ensure all constituents within the company have a clear understanding of the company's system landscape.
  • Oversee the realization of strategic IT application architecture visions into a tangible and practical system structure through proactive project planning.
  • Responsible in maintaining the IT Architecture portal for enterprise wide information sharing.
  • Responsible for publishing relevant Enterprise IT Architecture artifacts to the internal portal on a regular basis.
  • Work closely with Solution Architects within the Architecture Services group to ensure continue compliance of the company's strategic architecture and blueprints.
  • Act as a consulting resource to all business partners and fellow architects within the Architecture Services group in all matters related to enterprise architecture.
  • Manage a practical and effective IT architecture governance process and standard.
  • Maintain and improve the company's IT Architecture framework and lifecycle process.
  • Monitor the Healthcare IT industry to ensure business leaders and IT senior management keep abreast of technology best practices, trends and opportunities to enable operational efficiency and strategic innovations especially within Payer domain.
  • Function as technical liaison with the global Group's global IT architecture group to ensure methodology and technology alignment.



Desired Experience

Education and Experience:


  • Master degree in Computer Science or related field, or equivalent experience.
  • 15+ years of professional Information Technology experience.
  • 10+ years of IT enterprise/system architecture design and development experience.
  • 5+ years of Healthcare Payer related experience.

Knowledge, Skills and Abilities:


  • Strong domain knowledge on healthcare insurance industry is required. Government healthcare systems for Medicare and Medicaid is highly desirable.
  • Detail understanding of IT systems, technologies, architecture and trends within the healthcare industry.
  • In-depth knowledge of Enterprise Architecture frameworks and methodologies e.g. TOGAF, Zachman framework.
  • In-depth knowledge of Healthcare Payer IT management system architecture.
  • Strong knowledge and hands-on usage of any relevant Enterprise Architecture tool e.g. Alfabet PlanningIT, Sparx Systems EA tool.
  • Strong knowledge in service delivery framework e.g. ITIL.
  • Relevant Enterprise Architecture Certification e.g. TOGAF 8/9 certification.
  • Strong knowledge and hands-on experience in software development lifecycle, SOA architecture, object-oriented based technologies, multi-tier distributed architecture, integration platforms and techniques e.g. Microsoft Biztalk, and development frameworks e.g. Microsoft .NET.
  • A highly competent solution architect and developer in all aspects of technical development.
  • Hands-on usage experience of analysis/design tool e.g. IBM Rational Software.
  • Knowledge of HIPAA 4010/5010, ICD9CM, ICD10, HITSP.
  • Excellent verbal and written communication skills.
  • Effective interpersonal skills and the ability to interact and communicate with business partners.
  • Individual must be customer focus, results oriented, and process/metrics driven.
  • Strong project management skills with ability to manage multiple priorities simultaneously.
  • Willing to travel 25-50% of the time to work with teams in geographically dispersed locations.
